2015 is widely touted as a game changing year for Southeast Asia. The much anticipated ASEAN Economic Community (AEC), which officially came into being on 31st December 2015, is expected to herald in a new era of economic and social integration for the region.  As the AEC settles into business in 2016, it has left many questions unanswered – especially in the area of talent mobility and skilled labour migration.  Although the AEC purports to create a single production market that facilitates the free-flow of workers, the actual movement of labour in the region is likely to be hampered by the divergent labour and immigration policies that ASEAN member countries are currently practicing.

Since 2013, the Human Capital Leadership Institute (HCLI) has partnered with INSEAD and Adecco Group to publish the Global Talent Competitiveness Index (GTCI).  The GTCI measures the talent competitiveness of 109 national economies. The index is meant to be an action tool that links talent to economic development, and stimulates dialogues between stakeholders on what might contribute to a country’s talent competitiveness.  This year’s edition of the GTCI highlights talent attraction and international mobility.  HCLI’s research chapter in this edition of the GTCI offers an in-depth analysis of AEC’s implications on talent development and mobility for the region.
